Carl has lived in Aurora's 5th ward since 1989. Carl graduated from Western Illinois University in 1981 with a B.A. in Law Enforcement Administration. Upon graduation, Carl became a law clerk with a firm in Chicago dealing with mortgage foreclosures and bankruptcies.
In 1982, Carl was hired by the Federal Aviation Administration as an air traffic controller and worked at the Air Traffic Control Center in Aurora until his retirement in March 2015. While with the FAA, Carl was involved with a number of national work groups with included members of the airline industry. These groups were tasked with addressing "capacity vs. demand" issues at the major airports and the mitigation of delays in the national airspace system due to weather and unforeseen occurrences.
Carl has coached a variety of youth sports for the past 30 years for the Fox Valley Park District, Aurora Boys Baseball and the North Aurora Baseball Association. Carl served on the North Aurora Baseball board for 7 years and was a board member for the Blackhawks Sports Boosters for 11 years serving as president for 4 years. Carl mentored at-risk youth at West High and was a trustee for the Fox Valley Park District.
Carl's children - Michael and Anna - attended Freeman Elementary School, Washington Middle School, and West High School. Michael earned a degree in economics from Northwestern while Anna earned her Master's degree in urban planning from the University of Illinois.
Alderman Franco was elected in 2015 and re-elected in 2019. Carl currently serves as the Chairperson of the Finance Committee; serves on the Rules, Administration and Procedures (RAP) Committee and the Building, Zoning and Economic Development (BZE) Committee. He also represents the City of Aurora on the Emergency Telephone Safety Board which includes representatives from Naperville and North Aurora.
